I am replacing the plywood base in a seat cushion from my friend's boat as the old plywood has cracked and is no longer structurally sound. I was getting ready to re-staple the existing vinyl upholstery to the new plywood base when I noticed that the vinyl was starting to crack/tear in a couple of areas where it wraps around the plywood base. I'm not looking to do a full repair on the vinyl, but I would like to reinforce/stabilize the vinyl so that the tears/cracks don't get any worse.

Where I'm getting caught up is that the vinyl is foam backed. I've repaired similar issues in a vinyl convertible top with HH-66 vinyl cement and some scrap pieces of vinyl, but I'm not sure if that would work here given the foam backing on the vinyl.

Does anyone have any suggestions for the best way to reinforce these creases?

Unfortunately, that material is reaching the end of it's life. If it is stiff and not pliable, it will continue to crack. If you're just looking to get another couple seasons on it, if it's still soft maybe cut around the bottom of the base and sew in a new staple strip. You can pull it down a bit more but some of the problems are above that threshold. If it's only on the boxing, you can replace just that. Or even wrap the existing stapled edge with some vinyl coated polyester or other material that will hold fast, might help spread out the stress. Anything you do is going to be a bandaid, not a fix unless you go for a full re-do
