How would I go about making some seats like this I have no idea how would I even get started?

I have never done this before but what I would do is is just make a regular pillow but before to sew the pillow together sew another piece to the border of the back piece of the pillow. Make sure this border piece matches the size to fit that section of the seat. Then sew the pillow up, Then sew the pillow to the cover like you would any other seat cover.
