vinyl turns white when it gets wet, why?

I had a customer drop off a Harley seat for me to fix. He paid someone else to upholster it. It looks great!! However, every time it gets wet, it gets white marks where the water was. After it dries, it goes back to black. Any one know why? Is there something I can do to stop that from happening? Some way to seal the vinyl maybe? I have no idea what kind of vinyl was used. The shop that did it has gone out of business.

I can't say I've had this happen. My guess is really cheap vinyl. Maybe something that is not outdoor or marine grade. You could try cleaning it and adding some UV protectant to it. Might shield it from some moisture too. Im not sure. Might be a reason they went out of business?

I would suggest the same, 303 fabric guard. Or make a new cover.

Sounds like poor quality vinyl to me. Possibly why the shop is no longer in business.
