Is it possible to directly cover the metal surface of the interior of a truck cab with vinyl? If so, what glue should be used, etc?

Yep you can bond to metal. You will want to use Weldwood Landau Top glue. And you will want to make sure the metal surface is prepared properly, no rust, clean and dry.
