It's been a looong time but i made one just like this in 6th grade home economics, no idea if it is still around or not but it was pretty simple. Outer layer, liner, webbing straps and a zipper. Sew your webbing straps to the outer layer, bind the layers together and then add the zipper. You could also bind the zipper in when sewing the layers together and get it all in 1 run. Wool wicks moisture and makes a good lining material.

OK so how did they attach this outside pocket? I get that it was made first and then attached. But how was it attached?

If it's a "transport case" you can make it out of anything, but if it's a storage case make sure moisture can wick away from the firearm. I wrap my action in a silicone cloth before putting it in the case, after wiping off fingerprints and giving the entire exterior a light coat from the rag. Blued steel needs the most care compared to Parkerized or stainless.
